PREFERENCES

This position oversees TNMP's Distribution Operations Center (DOC) and is responsible for safe and efficient operation of TNMP's electric distribution systems. The successful candidate must have, or develop within a relatively short period, a set of skills required to perform the following work, as listed below:
  • Develop and implement emergency preparedness plans including system restoration plans.
  • Manage all DOC personnel and activities pertaining to outage restoration efforts, the stability and reliability of the distribution systems, and equipment and line outage coordination.
  • Ensure the Distribution Operations staff are fully trained and proficient in monitoring and operating the distribution electric system and in emergency restoration and storm response efforts.
  • Manage switching & tagging on the distribution system by establishing work processes and procedures, evaluate, and prepare switching orders (planned and emergency), direct switching operations, and model switching real-time in the Outage Management System (OMS).
  • Gain consensus with field personnel on work processes and procedures by periodic review to ensure consistency and safety throughout the system.
  • Ensure the operations staff is well trained and department Standard Operating Procedures (SOPs) are current and followed by the operations staff. This includes ensuring that switching procedures are correct and that accurate understanding of clearances issued to field employees are maintained.
  • Inform immediate superiors and corporate communications of outages and customer counts and provide ongoing situational updates to same.
  • Provide leadership and accountability to achieve desired safety results (lock out tag out compliance, safety meeting attendance, safety policies/procedures, work practices, etc.)
  • Oversee DOC's SCADA and OMS computing systems including hardware/software maintenance and upgrades.
  • Oversee updating of the OMS mapping.
  • Continuous improvement of switching procedure processes that promote and improve field worker safety and customer service reliability.
  • Maintain and execute DOC-implemented load shedding procedures that provide load relief during emergencies on the transmission system.
  • Compile, analyze, and report reliability data (SAIDI, CAIDI, etc.) and customer outage data.
  • Maintain the company's Push to Talk system and related talk groups.

SUMMARY:

Under general supervision, manages a team that provides gas and electric new service delivery, maintenance, and system reliability. Assists the Team in achieving its goals and objectives including: superior customer service, system integrity, cost effectiveness, and highly productive personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Holds employees accountable to completing all projects in a timely and professional manner, while promoting a safe working environment

Works with other Team Managers to ensure all resources are allocated to best meet customer and Company needs

Ensures DOT, OSHA and Governmental compliance

Provides technical expertise for electric or gas design for new construction, system reliability, and maintenance

Reviews and approves electric or gas design for new construction, system reliability, and maintenance

Manages workloads and deploys work resources where needed

Administers contracts for wide array of projects, professional services, outside services, materials, and equipment

Provides planning, direction, interdepartmental coordination, and development of new administrative procedures and policies necessary for the achievement of team goals

Prepares, submits, and maintains appropriate documents in an accurate and timely manner Assists and may represent the company in litigation or grievance matters

Develops and monitors the team budget

Responsible for all team members, including union/non-union personnel, their activities, and achievements

Ensures the proper execution of training, performance appraisals, counseling, discipline, and EEO compliance

Resolves conflicts within the team as well as external customers, departments, consultants, and contractors

COMPETENCIES:

Knowledge of construction and maintenance of gas or electric distribution systems

Knowledge of organizational and negotiating skills to prioritize and assign work

Experience in dealing with emergency situations with minimal or no direction from director

Knowledge of environmental issues, concerns, and overall policies and procedures

Ability to counsel and provide suggested solutions for problems encountered

Extensive knowledge of PNM policies, procedures, and union contracts

Knowledge of the PNM budget process, preparation, and interrelationship with other department and budgets

Knowledge of safety rules and procedures

Extensive knowledge of warehouse inventory system and material handling

QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE:

Bachelor's degree from four-year college or university with five to seven years related experience, or equivalent combination of education and/or experience related to the discipline.

CERTIFICATES, LICENSES, REGISTRATIONS:

Must possess a current, legally valid driver's license and meet the company's driving record requirements.

COMMUNICATION SKILLS:

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals

Ability to write routine reports and correspondence

Ability to speak effectively before groups of customers or employees of organization

MATHEMATICAL SKILLS:

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry
Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations

COMPUTER SKILLS:

Working knowledge of database, project management, spreadsheet, and word processing software

Knowledge and ability to use software applications and current computer system tools used by team

ANALYSIS AND PROBLEM-SOLVING ABILITY:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is regularly required to sit up to 2/3 of the time. The employee must occasionally lift and/or move up to 10 pounds. May be on 24-hour call during various periods of time.

Personnel in this job title may be covered by NERC CIP cyber security standards. If the position is covered, prior to being hired, promoted, or transferred into the position, the candidate must successfully pass a Personnel Risk Assessment, which includes identity verification and a criminal background check. Prior to being granted unescorted access to cyber secure areas, the candidate must attend cyber security training. Annual cyber security training is also required.

Job requirements may include meeting and maintaining regulatory standards required for the position including passing any physiological qualifications required by the Department of Transportation or other agencies, and possession of a valid Commercial Driver's License. May also need to have and maintain a driving record that meets the Company's standards.
